Heaven blasts JCA's attempt at no-confidence motion JERMAINE LANNAMAN, STAR Writer Whilford 'Billy' Heaven, president of the Jamaica Cricket Association (JCA), has described as rubbish a recent call for a vote of no confidence against his leadership. The call, which was included in draft resolution circulated before the association's annual general meeting (AGM) on Tuesday, eventually failed to materialise. This was as a result of revelations at the meeting that the resolution, which was signed by the St James Cricket Association's, Cecil Fletcher; and Kensington Cricket Club member, Gautam Kumaraswamy, was not formally submitted. The draft resolution listed six areas of contention concerning Heaven's leadership, including what it had described as a "manipulated" process used to support the candidacy of Barbadian Joel Garner ahead of Jamaican Dave Cameron for the presidency of the West Indies Cricket Board. Other claims included a failure to remove a director from the board for poor attendance at meetings, absence of minor and junior cup competitions, failure to encourage proper corporate governance, and the poor financial status of the JCA. Embarrass themselves "I would advise those who want to put up a challenge or a motion to first learn how it should be done before they set out to embarrass themselves,"said Heaven, chief executive of the state-run Culture Health Arts Sports and Education (CHASE) Fund. "If you notice, I did not even pay it any mind. I do not spend my time on such things. Heaven, who recently completed the first year of a two-year term as president, also went on to advise his would-be detractors of the process needed to unseat him. The JCA AGM also saw a resolution signed by Nigel Logan of Kensington and Dennis Gordon of St Thomas Cricket Association not making it to the floor. The resolution, aimed at the overturning a vote by the JCA board of directors to support Garner instead of Cameron, failed to materialise after it was submitted after the 21 days before AGM deadline. A membership conscience vote was eventually allowed, however, with Cameron candidacy gaining 67 votes to Garner's 22. "I provided legal advice based on the advice I got from the Queen's Counsel, and the resolution that was proposed was set aside, it was not carried," said Heaven. "However, because we were in a general meeting, I allowed the members to make the call, and that's what they did."
