At your age what you are experiencing indicates that you have some sort of disorder. I would urge you to see a doctor as soon as possible.

You may go to a regular doctor and ask him to refer you to a urologist. It is not normal for a young man to suffer pain while experiencing an erection. In fact, you are having more than just pain, you are having difficulty to having an erection, so you should get yourself checked out.
